Reinhart's Government Contracts group assists companies in navigating the complicated and extensive regulations governing the granting and administration of federal, state and local government contracts. We leverage Reinhart's highly respected Corporate Law and Litigation attorneys, along with the insights of consultants with whom we have existing relationships, to advise on all aspects of government contracting, from Contractor Purchasing System Review (CPSR) preparation through claims after contract awards.

Attorneys from Reinhart's Corporate Law team frequently counsel clients on business concerns related to government contracts, including award applications, award denials, resolution of contractual disputes, mergers and acquisitions, teaming agreements and joint ventures involving parties who are government contractors. Our Litigation attorneys have experience in all aspects of civil and criminal disputes concerning government contracts. When necessary, our Government Contracts group also partners with colleagues in related practice areas, including International, Intellectual Property, Tax, Business Reorganization, Labor and Employment and White Collar Litigation and Corporate Compliance.

We work with clients early in the process to identify issues dealing with potentially sensitive concerns on legal and business levels. Our attorneys assist clients in preparing proposals and drafting solutions to conducting procurements or procurement functions when dealing with the government. Reinhart's Government Contracts group frequently counsels clients on the following types of matters:

  • Business Counseling We advise clients on mergers and acquisitions, teaming agreements and joint ventures. When one of the parties, the team or JV is a government contractor, we provide advice on rules that are unique to government contracts, such as novations and assignment of claims.
  • Bid and Proposal Preparation We assist clients in evaluating and responding to solicitations to maximize the likelihood of success and review clients' proposals, bids or quotations to ensure responsiveness. We evaluate contract language and assist with discussions and negotiations with the government.
  • Compliance We advise clients on how to conduct business with all levels of the government, federal or state. We counsel clients on how to navigate procurement regulations, including the Federal Acquisition Regulations (FAR), agency FAR supplements and state and local rules and regulations. We also help clients interpret and respond to statutory and regulatory requirements.
  • Bid Protests We represent clients who protest solicitation and award improprieties. We also assist clients in defending contract awards against protests. We regularly represent clients concerning protests in all forums, including the U.S. Government Accountability Office and United States Court of Federal Claims.
  • Small Businesses We advise small, minority-owned, veteran-owned, and women-owned businesses on the programs offered by the U.S. Small Business Administration. We also advise on set-asides for small businesses and Section 8(a) firms, size standards, price evaluation preferences for small disadvantaged businesses (SDBs), the Historically Underutilized Business Zone Program (HUB Zones), women-owned small businesses (WOSBs) and Service-Disabled Veteran-Owned Small Businesses (SDVOs). We assist our clients in strategically identifying, applying for and using these program benefits and other preferences for small businesses, and assist large business clients in formulating small business subcontracting plans.
  • International In conjunction with Reinhart's International Practice, we advise clients on export control issues, compliance with the Buy American Act, Trade Agreements Act and Foreign Corrupt Practices Act.
