  3. The Trump Administration: What Is in Store for President Obama's Healthcare-Related Executive Orders?

During his administration, President Barack Obama regularly used executive orders to enact policy. President‑elect Donald Trump has already pledged to "cancel every unconstitutional executive action, memorandum and order issued by President Obama."  See Donald Trump's Contract with the American Voter.

While it is not clear which, if any, orders Trump will rescind, when it comes to healthcare, there is a strong potential that he will focus on any order that supports or furthers the Affordable Care Act, since repealing and replacing the Affordable Care Act is one of the Trump administration's top priorities.

That being said, any of the following healthcare-related orders could potentially be at risk of being rescinded:

  • Executive Order 13527: Establishing Federal Capability for the Timely Provision of Medical Countermeasures Following a Biological Attack.
  • Executive Order 13535: Ensuring Enforcement and Implementation of Abortion Restrictions in the Patient Protection and Affordable Care Act.
  • Executive Order 13544: Establishing the National Prevention, Health Promotion, and Public Health Council.
  • Executive Order 13588: Reducing Prescription Drug Shortages.
  • Executive Order 13625: Improving Access to Mental Health Services for Veterans, Service Members, and Military Families.
  • Executive Order 13631: Reestablishing the Advisory Group on Prevention, Health Promotion, and Integrative and Public Health.
  • Executive Order 13649: Accelerating Improvements in HIV Prevention and Care in the United States Through the HIV Care Continuum Initiative.
  • Executive Order 13674: Revised List of Quarantinable Communicable Diseases.
  • Executive Order 13676: Combating Antibiotic-Resistant Bacteria.
  • Executive Order 13703: Implementing the National HIV/AIDS Strategy for the United States for 2015–2020.
