Robert J. Lightfoot II is a shareholder in Reinhart's Health Care practice area. Bob represents nursing homes and assisted living facilities in the areas of survey and certification, licensure, regulatory compliance, risk management, HIPAA compliance, contracts, and operational and transactional matters. He represents health care clients on numerous matters before State and Federal agencies, including the Wisconsin Department of Health Services (DHS), Centers for Medicare and Medicaid Services (CMS), the U.S. Attorney's Office and the Wisconsin Department of Justice. He also represents health care and other licensed professionals in license matters before the Wisconsin Department of Safety and Professional Services (formerly known as the Department of Regulation & Licensing.)

Bob is a frequent speaker and writer on health care facility regulation, operations and issues affecting health care professionals, and is a contributor to the Wisconsin Assisted Living Association Newsletter.

Bob is a board member and past president of the Wisconsin Assisted Living Association and is a member of the Center for Excellence in Assisted Living (CEAL) Advisory Council. He is also a licensed Registered Nurse and brings to his law practice nearly a decade of clinical nursing experience. In 1993, Bob served as the Dehn-Medico Legal Fellow at the Marshfield Clinic in Marshfield, Wisconsin.

  • Successfully assisted national nursing home companies in Change of Ownership (CHOW) transactions and licensing
  • Served on a committee that assisted with the re-write of Wisconsin Administrative Code DHS 83 for CBRFs
  • Obtained a six-figure reduction in fines for a Wisconsin nursing home
  • Advocated for pro-assisted living legislation to members of Congress
  • Obtained favorable resolutions for nurses and physicians faced with loss of professional license by the Department of Safety and Professional Services
